The argument in favor of Aerith, near as I can tell, is "Cloud settles for Tifa since he can't get with Aerith".
It's dumb either way. Both girls are important to Cloud's development and he's too much of an insecure wreck to have made a choice anyway. Even after he winds up living with Tifa, he's still letting his self-loathing get in the way of things.
Cloud wavers between both. He liked Tifa as a child, but nothing happened between them in a decade which is why his feelings eventually fade and why he comes to fall for Aerith in the story we follow. She dies and he's devastated by her loss, even 2 years after her passing, he's still battling her death. Eventually he makes peace with everything, but it does paint Tifa as the one who he settled with because the first pick got killed off.
