Because for almost 8 years it was an hour long time commitment. It's less now but its still forced cutscenes everyone has seen hundreds of times.
There's no point in running it unless you're leveling up a job due to the large amount of EXP it is.
It has the most boring content in the game, and unfortunately, it's what 90% of the time pops up in roulettes.

Roulettes haven't been fun since SHB, they listened to morons and now everything is boring to do, I actually used to enjoy 8man normal and 24man
I wish I had the feelings I had when I first played this game almost 5 years ago. It was so magical. It's what really got me infatuated with FF as a whole. Now I can't look at it without feeling ashamed for investing so much time into it. I feel like I should be excited for Dawntrail but I really don't feel anything and it makes me sad. I’d say around 10 minutes on average win or loss.
My group is very competent though and one of us make constant callouts which often lead to us steamrolling and winning in about 5 minutes though. So that helps

According to a recent interview Dawntrail could be the biggest expansion yet and have all of the above. Yoshida mentioned working on a foray series, more criterion, more DD and more island sanctuary all in DT.
I'm well into my doomer stage with this game so my prediction is that it will have all of that and more but all of it will be half baked and the depth of a puddle.
He never promised they would all be in DT. He just vaguely said "Yeah we have plans for those in the future." That could mean any future expansions.
