Maybe because that's where the money is, and with money you can develop games. Their vision is making huge AAA games, which would not work in small country like Finland.

Finland may be a decent place to live but it's backwater in terms of media/culture presence worldwide.
As a dev myself (you could say we are indie, but we are a 11 people studio already, with funding and shit), I'm making an Action RPG with Japanese style.
The game looks like a PS2/Game Cube game and it's pretty good if I can say so. Not groundbreaking, but has its things.
Well, I'm having a VERY hard time to "sell" it to publishers because the game is not realistic and has a "Japanese" feel. Were it realistic and set in America Frick Yeah we'd have it way easier, being told literally so by a publisher just yesterday.
Of course, we cannot (and will not) change the graphics and setting to appeal to these homosexuals, but I can see why movieslop games go the Hollywood ersatz route

The US is usually your the largest market, and americans are more averse to buying games that don't feature america. Europeans are less likely to care about the setting anyway so devs go with the safest option.
Finns are cool don't hate on them for trying to be successful. At least they're not a cultural grant welfare developer like the Northgard devs who are barely able to change number values on a game unit
