no, it was an accident. Ignatz, Raphael, and Lorenz have a paralogue together in three hopes that uncovers the mercs responsible and find out what really went down.
Long and short of it is Lorenz's father hired mercs to patrol the roads and harass/block merchants who were headed to the Regan lands to do business, as a way to try and weaken them. The mercs didn't like attacking unarmed people and felt scummy being little more than brigands, so they instead started riling up and keeping beasts to trot onto the roads and scare people off. Obviously this dumbass plan went out of control and some people died, and when it did it was the current duke Reigan and Raphael's parents who were caught up in it. Lorenz's father turned his fury on those mercs (who you find hiding out and living as genuine brigands now ironically) for having been so lazy and stupid as to have turned economic harassment into manslaughter.
Lorenz flips his shit trying to apologize and make amends for having found this out and Raphael sets him straight, telling him no man should be judged for the actions of his father and that Lorenz has proven himself a true friend and a good man a dozen times over already. They bury the hatchet there, despite Lorenz still wishing he could do more to apologize for the horrors house Glouscter unleashed by accident.

Except that the Paladin you find is still sending wolves to eat merchants and when he dies he calls out to Count Gloucester with his dying breath. So what's the deal? Is he one of the mercenaries that just kept working for Count Gloucester? Or did Count Gloucester realize the merc's plan actually worked and he just sent a paladin to keep doing it

both on point, Lorenz says the order did come from somewhere in the house (seemingly) but they never found out who sent it. It does seem to have either been a Slither plot, or someone genuinely working for house Glouster who thought they were doing the "right" thing in trying to deny house Reigan its resources. Someone fricked up either way, but as a Slither plot it seems weird to me. They would have no way of knowing it would get the current head of Reigan killed, and why would the slithers even care? They don't gain anything towards their goals from it like they do with Duscur and the Empire. I don't think it was them honestly.
Which by the way this story kind of disproves the implication in three houses. Because everybody immediately suspects that Count Gloucester was the one responsible for Duke Riegen's death. But the guy who wrote the book in The Abyss Library says that was way too obvious and there was no way Count Gloucester would ever do something that fricking stupid. So the implication is that the slitherers were responsible.
And then this game came out and says no Count Gloucester actually is indirectly responsible.

These orders came from somebody in House Gloucester who claimed these orders came from the Count.
They didn't, they came from a Slither infiltrated who lied and sad they came from the Count.
They did this to destabilise the Alliance and further the rift between Riegan and Gloucester.
There's no theorycrafting needed, they feed you the answer.
And Claude's grandfather, thus destabilising the entire region until Claude popped up because no one could unify the clans

In Azure Gleam, the empire goes full villain mode and starts burning their own towns and slaughtering their own people, since the slitherers don't care about human lives. Claude would have been a fool not to turn against them, and it's equally absurd that none of the empire's generals turned against them. Like, Caspar's dad knew about the slitherers and was happy to help the coup against them, yet when they clearly returned he did nothing to oppose them and continued to fight.

Watching Byleth use Divine Pulse when not in her perspective, and then knowing the things the Sword of the Creator can do, it's really not a surprise all anymore why having her on your side basically guarantees you to win the war in Houses
Divine Pulse seems to work differently in this game. Back in Houses, all Byleth could do is go stop and back in time, but she could not move while she was doing this. If she got back in time, her body moved to where she was in the moment she decided to stop again.
Here she can stop time and actually move around while everyone else is stopped. I wonder if the reason she can do this is cause Sothis awoke with her full memories. But then again, she should have been able to do this when she and Sothis fused in Houses, right?
All they did was experiment going back in time with Divine Pulse given the circumstances it activated at alongside the early awakening in Houses. So with Sothis being able to rest up for two more years she definitely has a stronger grasp on both herself and her abilities. It really makes you wonder just how much the flow of time bends to her and how the hell did she die to Nemisis with this much control. Did the bandit jump her or something?

Blue Lions are the most loyal, so I would start the run on them, kill Byleth and unlock the paraologues. I'd recruit Deathknight and Balthus because they have their master classes.
What order should I do the next too routes and who should I recruit so I get them at the highest level?
I assume Wolves will always be enemies so each route should have a highest level recruitment for each.
Some paralogues are route locked so it should take 6 runs minimum. I'll probably kill Byleth once for every route.

Don't worry about stat boosters. Some parts of the map will also be stat boosters and you keep them on ng+.
Also if you could do maddening on a fresh save don't do it. It would involve just mindless grinding because enemies are given a 100 level advantage over you so the ai teammates will die even with advantage.
Recruit everyone so you can just train them using the training facility. Abilities matter more than levels as long as the character is above 30.
