The sad thing is, they probably would find an excuse to give YET ANOTHER important Sinnoh trainer a Lucario as one of their prominent Pokemon.

You do still need a lot of Attack/S.Atk to guarentee the OHKO. Assuming 31 in Atk/S.Atk you'd need 216/188 EVs to KO with Waterfall/Surf respectively. This can be brought down to 108/100 EVs with a beneficial nature. 232/224 assuming no IVs
