This. Either make the Sniper receive minicrits while scooped in or have flinch be significant enough that suppressive fire be a viable strategy. The key is to give other players an active counter so they have something to do other than just hopping around hoping he misses.
That's one weapon, with afterburn, knockback and automatic descope. It's not a valid argument at all to say that applies to all weapons. For example as a Heavy you can put a good few rounds into a Sniper but if you stop hitting him for a fraction of second, he can line up the shot. And that's not even including the fact that some snipers can take afterburn flinch into account since it is a fixed, predictable movement.
It's funny that you use heavy as an example, because the minigun specifically does not flinch the sniper at all unless you're so close to him that he melts before he even gets to scope in

I tried a casual server after the latest patch to see if it fixed anything, and there were maybe 4 or 5 cheaters probably in a discord together blocking votekicks against them. Went back to community servers after that
Give him a bunch of close/mid range weapons that are fun to use more like huntsman or amby. Tempt the players closer with fun dynamic combat where you need to dodge and weave while using perfect aim.
A bit like playing aggressive engi cures them of the nest engineer playstyle even if it still gets more sentry kills.

A lot of TF2 doesn't seem to have been designed around players actually getting really good at it. Most things are still solid, but a lot of elements just start to fall apart because they just never expected people to play it for fifteen fricking years straight. Snipers completely 100% dominate sightlines that used to be a gamble. You can also compare rocketjumping going from a funny thing to gain higher ground or attack from above into an absolute fricking farce as screaming scots arrive at your spawn in .5 seconds of a match starting. Facestabbing used to a seemingly random irritation, but now we have kunai spies that can rush straight at a team and spaz out a bunch of seemingly impossible chainstabs.

Sniper getting class negating tools was a mistake, but a mistake we can certainly make worse.
I propose heavy gets a shotgun replacement helmet that reduces all headshot damage to zero. He can simply faceroll down a sniper unless they can get repeated charged bodyshots. Too bad, swap classes.

I think this video is pretty stupid because i like to play sniper in inconspicuous spots. If you just give away his position you just punish snipers who can sneak into cheeky spots to get some kills.

just don't walk in a straight line. nobody's asking you to dodge a bullet, but you do have to dodge the sniper's crosshairs

All sniper rifles have a minimum distance for crits to register, otherwise its minicrits.
All sniper rifles take half a second after zooming in before a crit will be active.
Hitman's Heatmaker doesn't have this limitation during focus.
All sniper rifles have 5 bullets in their reserve.

Either remove him or cut his health to 75.
