Quality is more important than quantity when it comes to the type chart.
Fairy is a prime example of this.
Strong against 3 types, resisted by 3, immune to 1, resistant to 3, and weak to 2.
But what the types are is what make it valuable. Dragon, Dark, and Fighting are notably strong types that Fairy can counter. Steel and Poison are not only offensively impotent, but Steel, Poison, and Fire all share a weakness to Ground, a very common type to have on your team, making it easy to cover Fairy's shortcomings.
Simply giving every type the same number of weaknesses and resistances won't balance the game because some weaknesses and some resistances are better than others.
Fixing pokemon even more:

This gaves Game Freak too much freedom to frick over whatever Pokémon as they please.

Just make them ???-type and they all have their own unique weaknesses.
