Because it's a shooter game about turf control where skill lays in covering the ground and not directly defeating enemies. This lets players of all skill levels freely participate and play without necessitating great aim or absurd mechanical skill. I love counter strike, but that shit is fricked if you don't have a god's aim control.
it manages to incorporate all the aspects of a shooter in its central mechanic: shoot ink and swim through it
this includes
-reloading
-getting your health back
-stealth
-running
-climbing walls
-charging specials
-territory control
-and of course killing opponents
this means that the gameplay is at the same time extremely easy to understand and get into but also very deep and hard to master with a lot of freeform experimention as you're the one responsible for your movement your team's map control etc, on top of that the esthetics are completely unique and perfectly coherent with the core mechanics (mix of sealife and 90s mtv/nickelodeon pop punk fashion) and it's the series that popularized gyro aiming and showed that console shooters didn't have to play themselves with aim assist up the ass
