There's no hard rule that says a stone evo cant evolve. It just hasn't happened yet. If trade evos can evolve and Gignatamaxable Pokemon can evolve, the stone evos should be able to. The only thing stopping Game Freak is them being too busy making CHARIZARD forms.
I still remember the pre-mega reveal days when people speculated on what possible cross gen evos could be in XY. Then megas came and basically the entire pokemon community forgot about the existence of cross gen evos.
Duraludon had a Gmax form and then got an evolution, so it's theoretically possible.

They wouldn't need evos if they just kept their megas to use in future gens. GF's mistake was removing them, not creating them in the first place.
The whole point of megas is that they're stronger than normal evos; so strong that it justifies taking up the item slot. If Mega Mawile or Mega Banette were made into normal evos, their stats would have to be nerfed so hard to compensate for having a free item slot, that they wouldn't be worth using anyway.

But you don't need to make them that strong as evos, they can be as strong as any other normal second-stage evo. To me, megas just seem like a fanfic power-trip evolution method you'd see in a ROMhack, but at least it does have some caveat and isn't just something they can do because someone making a ROMhack would make it like that. Anyway, the pokemon they gave them to will now forever be still considered 'mid' and got buried under their own powercreep. Another example, and while I don't think another evo would work for it, Glalie is a "jack of all-trades", but master of none and its mega evo will completely over-shadow it, even if it was a one-trick pony, like most megas.
I wish these were outright evolutions for some. Sure a lot of these would make a fourth stage but who cares? Balance it a little better and it'd be a nice addition.
on the topic of evo stones, why don't these two fricks evolve via Moon Stone and Sun Stone? It seems so obvious, they even evolved by stone in the Spaceworld betas. Were the baby mons not good enough to showcase the friendship mechanic?

You said it yourself, GameFreak autism when they were focused on consistency. They wanted to remain consistent with RGBY rather than have it turn it that one day, somehow or another, Eevee gained the ability to evolve with these two stones despite being unable to for the past three years.
The only reason they still do this even after Leafeon and Glaceon got the retcon treatment is because Friendship doesn't require them to include a specific set of landmarks in every single region.
That's not even GF autism, but their culture-speciffic Japanese mindset of never admitting that something was done imperfectly in the past and never fixing it until everyone who was responsible for that mistske is long dead.
