I don't really find any Gym Leader forgettable, but that's a side effect of me wasting way too much time reading about these games.
I think a good way to measure who is popular or at least marketable is whether they made it to Masters or not. I mean even fricking Ramos made it.
The last Gym Leaders to not be in Masters yet are Wattson (OP), Byron (picrel), Drayden, Ilima (technically trial master but it's somewhat similar) Milo, Kabu and Opal. The latter three have the benefit of doubt on being just from past gen, though Masters moving onto Hisui stuff is a bad sign for them.
Byron deserved better, a gym leader whose the father of an earlier gym leader is a decent idea but they just don't do anything with it.

That's not a gym leader problem, that's a city problem. Because all of sv's cities are essentially interchangeable aside from the school. SV has some pretty successful gym leaders - Iono, Grusha, Katy, Larry, hell I'd even put Ryme up there because despite her getting a lot of backlash at least she's memorable because of it.
