That's because physics were tied to the framerate, which is a lazy way to do things and is prolific in the industry. It's not an issue exclusive to Bethesda and their engine. If it was UE, I don't think modders would have been able to patch it themselves. CE is just much more open and moddable. You'd lose a lot more than you'd gain switch to UE

The engine of From Software hasn't state-of-the-art technologies but they make games on it really fast.
Starfield takes time to make because it has a scope larger than 99% of AAA games. Almost no games do what it does.
Also while it technically started development in 2015, it only left pre-production in 2018.
