Only hacked wild Typhlosion don't. Most wild Pokemon use their Amie/Refresh/Camp idle animations when battling for some reason. For instance, wild Greninja just stand up. If you send your own Typhlosion out, the flames will be present

The flames are on for the whole battle. That's all they need to change. Well, that and the posing, but that's a widespread issue and is not exclusive to typhlosion.

Typhlosion is the most popular Johto starter.
Sometimes im surprised by certain choices, like in Kanto Muk being more popular than Nidoking, Raichu, Jolteon or Articuno, I like Muk myself but one would think people would favor other designs

The thing about Typhlosion is that it not having the flames always on is accurate, it has no reason for them to be always on unlike Charizard whose fire on the tail indicates his condition or Emboar or Infernape whose fire is part of the design itself, we always knew Cyndaquil line could control the fire on their bodies at will
Maybe Typhlosion design is not that great if it needs that one detail to not be shit
The fire in typh line is a counterpart to hackles anyway. Ofcourse its supposed to work only in battles/when they're being aggressive.
