There is no obvious connection. Bethesda and Todd have said many times that Starfield has been their focus and TES6 comes after. ZOS, the company who makes TESO, is making a new MMO. The MMO is tanking as well and I know should as I've played that crap since launch.
I don't know how you're not getting this. A new release would have killed the MMO. Zenimax gives the go on Starfield. Bethesda doesn't touch Elder Scrolls for 2 decades and their project is somewhat successful instead of dead in the water.

Bethesda has stated that they don't even intend to start on elder scrolls 6 until they are completely done with starfield. With current development time for these big games, it is 6 years away, minimum. They more or less put this teaser out just to shut people up.
2029 is an awkward year to release games. It's going to be Q4 2030 because they need "polish."
