OW2 killed it, dropping the mask and becoming full cash-shop live service shooter, with no option to go back to ow1.
and lets not forget that multibillion company can't make a single player storymode everyone expected from ow2. It's true that the bigger company is, the slower content gets produced(skins for ow1 were all outsourced). Meanwhile some small indie shitter keep printing content like mad. Compare Diablo 4 to path of exile, or even alst epoch that launches this month

What they need to do is make a game type where after a hero dies you have to pick a different one until all the heroes on your team have been picked and then they all come back.
