bait the long swoop and then he'll usually do the sit up fire breath or the tail slam, when you see the swoop start run towards where he's going to end up and then you get several uninterrupted seconds to hack at his tail, with a good weapon it only takes a couple openings. Make sure you're hitting near the end not the base, and don't summon it just makes him more random and increases the number of hits it takes to cut. It helps to get something with a vertical moveset like a greatsword or BKH, longsword isn't a great option, but it's still doable.
