Wasn't surprised, really. We got DS2, Bloodborne, Scholar, and DS3 within a 3 year time period. Even with an A and B team, DS3 got the short end of that stick by being last.

DeS feels the most finished because of how disconnected it is. I know they're missing the snow area, but it feels a lot better than das1-3
What I don't get is, they always cut stuff which are pretty much finished and functional in the game. Even if the argument falls into how they're going to use it later in some updates or DLCs, they're not even doing that and then instead making completely different stuff.

It's a dlc mindset that is in the west as well for some studios. Though, they still do reuse ideas from time to time. Kalameet and the Demon Princes, also Old Hunters makes Bloodborne seem like it's actually finished. Sure, some cool stuff like ToD positional changes and that one damage type that is only effective at Cainhurst are still in.
I was sad to find out about Kale's questline. Seemed like it fit well enough.
