Blame the useless baby Pokémon. They stole dex slots that should have gone to evolved forms for many Gen2 Pokémon. The kicker is that there even more babies planned than what we got but even Game Freak realized that was too much and told the designer with baby rabies to stop. Though Igglybuff was allowed to stay and not the one tailed Vulpix is a mystery
The best part is that, aside from Pichu and Togepi, none of the baby mons became merchandise powerhouses like the devs were hoping. So they're STILL wastes of dex slots.

Babies were created to get people to breed their Pokémon instead of catching them in the wild outright, especially since babies were locked behind the method.
They are not dex filler for the same reason that fossil Pokémon aren’t. Just because you hate them doesn’t mean they are a waste of a slot.

Feel like Fearow is pretty likely, its line is still pretty relevant all things considered.

You're only half right about Basculegion, because only one of the two Basculin it evolves from is a new form. White Basculin/Basculegion is new, but Red Basculegion evolve from regular Red Basculin from Gen 5

So PLA gave a ton of attention to Gens 2 and 5, and the next game will likely be in one of those two regions, so I can see those Gens not getting much next time.
Gen 1 will probably get something, as it literally always does.
Gen 3 was suspiciously passed up entirely in PLA. Gen 4 as well, but with good reason given it was ancient Sinnoh. I can see both Gens getting some love next.
Gens 6, 7, and 8 I feel are fair game, too. Though Gen 8 is already getting a ton of love as-in in the DLC, which is unexpected.

My logic has always been to look for neglected Pokemon that still have under 500 BST and don't feel like their theme is full explored. It also helps if that Pokemon has some notoriety and definitely helps if it's a Gen 1-3 or Gen 5 or 8 mon because apparently that's where they like to focus and those generations have a large number of single stage unviable mons or 2 stage but still unviable mons. Split evolutions are possible too

Yeah, it feels really dumb. The gender difference also feels really pointless, to the point where I'm wondering why they even bothered. I know salmon have gender differences, but the female Basculegion looks terrible, what with the lipstick and eyelashes. We could've just as easily had a red stripe and blue stripe Basculegion instead, which everyone expected after Basculegion was announced.
IMO the fact that Basculegion has two forms, with one of them being red in color, makes me think they were originally planned to be normal evos to Red and Blue Basculin.
Then somewhere in the design phase, Blue Basculegion was made into a white female Basculegion.
Then from there, White Basculin was made.

So PLA gave a ton of attention to Gens 2 and 5, and the next game will likely be in one of those two regions, so I can see those Gens not getting much next time.
Gen 1 will probably get something, as it literally always does.
Gen 3 was suspiciously passed up entirely in PLA. Gen 4 as well, but with good reason given it was ancient Sinnoh. I can see both Gens getting some love next.
Gens 6, 7, and 8 I feel are fair game, too. Though Gen 8 is already getting a ton of love as-in in the DLC, which is unexpected.
Lastly, Gen 9 is probably off the table for new evos.

So PLA started development in Autumn 2018 and released in early 2022. So around 3 1/2 years.
We're bound for a new game in late 2024/early 2025. Subtract 3 1/2 years, and we get a development start window of Summer 2020 - Autumn 2021.
Likely in that early window, they'd start making and selecting new Pokemon designs to appear in the game (Once the region is decided early on)
Right now, things seemingly point towards Unova getting something next. So what non-Unova Pokemon may get Unovan forms?
In Pokemon Masters, there have been a couple of sync-pairs involving Unovan trainers and suspiciously unfitting Pokemon

>Hilbert got a Mightyena. Another Pokemon not even in Unova's Pokedex

Given when these sync-pairs came into existence, maybe the developers caught wind of these particular Pokemon appearing a future Unova game?

My logic has always been to look for neglected Pokemon that still have under 500 BST and don't feel like their theme is full explored. It also helps if that Pokemon has some notoriety and definitely helps if it's a Gen 1-3 or Gen 5 or 8 mon because apparently that's where they like to focus and those generations have a large number of single stage unviable mons or 2 stage but still unviable mons. Split evolutions are possible too
I'm personally looking at the following and I know it seems kind of random, but these are Pokémon I kind of want to see and kind of expect to get a cross-gen evolution very soon. Anything else that usually comes up in these threads I think is a better candidate for a regional
