I'm looking for playtesters for my shitbrew. I am willing to explain the rules in VC but I also have a document. Rules are relatively simple so I can walk you through character creation and explain the rest as we go. The setting is high magic and high tech science-fantasy. It's basically kitchen sink but with no space exploration.

You tell the GM what you want to do, and he tells you what you need to roll. That's how proper roleplaying games work, dude. If you can do that you can play pretty much anything that's not a homosexual character-building game masquerading as an RPG.

NGL I'd appreciate some roll examples. Is tier dice a multiplier or you just add?
You just add it. This is an example character I made a bit ago. For his magma spike attacks he'd roll 1d4 from his tier + 1d2 from his weapon, the spike itself + 2 bonus damage from the pyromaniac feat. Spikes also deal 3 penetration (PET) so that amount of damage would ignore armor.
If this same character would to spend AP to dodge that attack as he would roll 2d4, one from his tier and one from his stat. If the dodge rolls equally or higher than the roll for the attack then the damage would be negated.
I don't want to have to install Discord to listen to stupid American teenagers on voice chat, if games were text only I'd play but the world has moved on.

Text games were GOAT. There's more time to think about your actions and dialogue. And it can all be neatly saved in a document to quickly search/revisit later. We ran months long epic quests and rebellions on IRC in the 00's.
But yeah, it's just impossible now. No one has decent reading comprehension anymore and everyone's attention span is shorter than Wil Wheaton's penis. People will try to multitask and play from their phones. Voicoids will apply to join your game and act all surprised/angry it's text-based(again, reading comprehension).
The issue I have with most text games nowadays everybody wants to use moronic automation and Discord bots which just slow everything down. I can't just make a character sheet and roll my actions.

Because they don't work. Nobody wants to GM.
People are constantly on here snivelling about how their GM took a sickday or didn't allow some PC race/class. I guess I don't blame GMs for not wanting to provide months of free entertainment for people who aren't going to be remotely grateful.

Complete with piss forests, unbirthing voredemons. historically accurate depictions of racism, sexism, slavery, and peasants daily diet and ebin natty fricking 20 criticals occasionally interrupted by in-depth debate about the most autistic interpretations of the rules possible and absurd loopholes thus created.

Having played in a couple, and ran more, the worst I've seen is a some anime memes.

A third of these sound interesting and fun. Another third sound like dnd (which i will not play), and the final third sounds like a magical realm to be avoided. All in all, not much more fraught than most groups.
I tried it.
uh, a bunch of under-age gay kids with mental problem taking a break from their ERP to dabble in cyberpunk. SR4, with a twist. A couple were into it while 2 were apathetic and downright hostile to the whole concept and genre.

I had to remind them I fade to black a couple times. I felt like some exposure to an actual sane adult was good for a lot of them. That toxic one is going to make sure that the whole group remains bat-shit insane. We had some people cycle out and in and the new group was... eh, alright, but it sputtered out.
Honestly... yeah, it was actually a pretty good time. Some good games. Some stupid drama that you can't care too much about. And a lot of funny moments.
I'm looking to try out CPR, what with all the recent interest.
I WANTED to try out GURPS Cyberpunk... but maaaaaan that ruleset... Seriously, every system and hacker has a different turn frequency? How the frick do you keep track of init without some form of software doing it for you? I think I'd whip out excel or something.
