not OP but just off the top of my head there's the Delta Green standalone and Unknown Armies 3e
the Delta Green bonds system is quite good. it's very simple and the players quickly learn that they can sacrifice bond points to protect their own sanity, stretching out the lifespan of the characters at the cost of their relationships
unfortunately the Unknown Armies relationship system rarely sees any use. the players fill in the mandatory slots at the beginning of the game and then forget about them. in about forty sessions of play with different GMs and groups I don't think I've seen anyone roll a relationship once. the players are happy to forge alliances, befriend and romance NPCs, but they don't bother with the relationship system, even where it provides obvious mechanical benefits. I couldn't tell you why. superficially the systems are similar and even designed by the same guy.
thought about it for a second and maybe I figured it out
in Delta Green the main use of bonds is projecting to preserve your SAN. if you lose 5 or more SAN in a single go you take a temp, losing control of your character in a potentially life threatening situation. getting below that 5 point threshold is worth divorcing your wife or beating your children when you get home
in Unknown Armies 3 your relationships give you access to dice manipulation when you interact with them. but characters in UA3 already have dice manipulation out the ass. everyone's got a passion and an obsession that let them reroll and flip dice, and that's before magic comes into play.
Delta Green also gives you a lot of freedom when picking bonds. family members, friends, coworkers, it's all fair game. Unknown Armies' stricter relationship types (guru protege responsibility mentor favorite) are a great thematic fit but in practice don't always fit the characters and organizations the players care most about in actual play.

Great book, real kino. I know it was controversial here because it featured some dick-hopping NPCs, like that dwarf blacksmith that had 2d20 lovers or whatever, but I found these stories touching.
Since the book plays on sex in general (but doesn't throw fetishes at you, okay, there are magical dildos and a furry) and some unsavory imagery, including a rape survivor or a dark elf that collects slaves and does nasty things to them, it wouldn't be possible to publish it by Paizo, let alone WotC. You couldn't even use that R-words and S-words.
The book is choke full of ideas, and most of them are clever and surprisingly mature.
