Developer issue.
There's very few types of games which just don't work on kbm, and even then you can make it work acceptably if you actually try a little harder than not at all. Usually if a game controls like shit on kbm, it's because the dev didn't even try because they knew they could just be lazy and focus on controllers only.
Sometimes though, as with Outer Wilds in the OP, devs put that message for frick knows what reason even though the kbm controls work just fine and there's no reason they wouldn't. I think Hollow Knight also had a controller recommended message when you start the game for some strange reason.

Movement isn't restricted to 8 cardinal directions though. Any fine adjustments to movement direction can be achieved by moving the camera, which you would have very fine control over with a mouse.
Unless you play with an FOV of 1, the combatant you're aiming at will still be in your field of view if you move your viewpoint less than 45 degrees. We're talking about platformers anyway.

Most 3d platformers don't require an enemy to be in the exact center of your screen to damage it with an attack.
I would say 3d platforming in a 3rd person environment benefits more of having improved movement control that something like a joystick can give compared to the arrow keys, as the joystick allows you to change directions of movement more easily. If platforming is done in 1st person, sure k+m would be better.

a friend of mine got through 75% of dark souls on KBM because he was so relentlessly against the idea of using a controller on PC.
Once he broke and swapped to a controller, he began using it for half his games, but he insists on using wireless and fricking around with that despite his controller being a foot away from his desktop at all times. >oh no my controller disconnected mid-rocket league game

The wire on modern controllers sucks shit. I really like the Xbone controllers, but they have the shittiest micro USB port in the universe that is wobbly as shit on a good day, and disconnects the second you just slightly jostle the cable.

Some games are if they depend on analog sensitivity. I don't know why keyboards with a couple analog keys aren't a more common thing frankly. I actually have a circuit board made up for a keypad I was going to make for analog sensitive keys but I never got around to buying everything I need for it.
