From an assets perspective right doesn't look anything like left. The vertices don't coincide the ears and snout are different the hair is different. Only similiarity is the legs and even then the proportions and amount of points is different.
Obviously they made a lycanroc knock-off in design but at least this asset looks like it wasn't made from the original.
They most likely took the Lycanroc model, adjusted it proportions, then manually retopologized parts of it that they wanted to keep for Not Lycanroc. Parts like the fur tufts were likely redone from scratch during the process.
Actually, I take this back. Parts of the model, specially the huge mass of loops near the foot, look auto-retopologized as frick. Do you have a side comparison?

I don't believe these models were made from scratch, because of the parts I've circled. It's probably hard to tell if you haven't done CG modeling before, but these areas have a REALLY unusual concentration of polygons. You can see on the rest of the model that whoever made this has a pretty good understanding of how many polygons are needed, but then he uses a ridiculous on the forepaws, ears, and head spike for some reason. It's the kind of thing a human wouldn't do, but an auto-retopologize would.
I believe most of the head and the fluff around the neck were modeled by hand, but body and ears were made by "tracing" over an existing model. Probably Lycanrok for the body, but the ears might have come from somewhere else.

Here's a better illustration of what I mean about the ears. The red part is noticeably higher poly than rest of the head. In the blue area, you can see the tris awkwardly splitting up to match the number of vertices on the red part. The ears were clearly done separately from the rest of the head.
Although it's possible he had some ears laying around from a previous model, given how similar the body's proportions are to Lycanrok (and the feet have a similar thing going on), it's more likely that he pulled the ears off another model, messed with the proportions a bit, then hit the retopologize button before connecting it to the head.
I don't want every fricking cake to be vanilla flavored just because it's the most popular flavor. There are other fricking creature games, if you reward people for copying Pokemon THEY WILL ALL JUST BE POKEMON

My issue with it isn't copyright infringement, it's that the palworld devs looked at pokemon and were like "yeah I can make one of those" without even bothering to try hiding how lazy they were about it.
