some games use the technique of lessening cpu/gpu load by either implementing some form of directional rendering so that 20 NPCS taking shits across another building aren't hogging up needless resources.
I blame incompetence, laziness and RE engine. RE engine cant do open world, it was meant for a well crafted linear experience but for some reason capcom doubled down on this crap.

Some have complained about Toady not implementing parallel processing into the dorf engine, others have said it won't make any difference.
There's a tiny performance boost for your CPU if you lower the resolution, but it won't make the game go for nearly unplayable to perfectly playable, the CPU usage is simply too high.
This only affects major settlements and Vernworth the most though.

depending on your cpu your 1% lows can be between 15 and 30 fps with WILD frame times that feel awful on any cpu, and unplayable on others
