I think there are probably a lot of stronger reasons beyond "it makes them think the skin helps them." For example if it matches you against shitters while you have the skin (and it matches you against shitters who have been using the unskinned version) it may give the impression to someone that the gun itself that they picked is so good that they can get a skin for it "knowing" that they'll get to show off with it and it "won't be a waste" later on

It's not probably a conscious thing; and I think "they'll want the skin because it makes them think they'll do better" is an oversimplification. The end result is, of course, trying to make them want the skin, but will they really get it because they think the gun will work better?
I think what's more likely is the following: Skinned player buys their cosmetics and is matched with a lower skill unskinned player. They get a dopamine hit because the weapon they bought the skin for is performing better against an "equal" using the same weapon, when in fact the matchmaking contrived the outcome. On the other hand, the unskinned player is mislead to believe they're performing worse against an equally skilled opponent, who has bought a skin so they clearly use the weapon regularly and are good with it. As a result, they'll continue to practice with the weapon, become invested in its use and then buy a skin for it, upon which time the cycle repeats.
The net result: You're conditioned to buy skins and practice with the weapon you like because as long as you do so the matchmaking will give you preferential treatment and make you feel like a better player.
Now the feasibility of implementing such a kind of matchmaking is somewhat questionable, but you can see where if it is implemented it could drive significant revenue.
You'll notice this entire cycle is contrived on "skill based matchmaking" having the goal of matching you against opponents of the same skill level. Matchmaking gives you a lot of control over players in a game and if used unscrupulously you could see significant abuses to the same tune.
Imagine in FIFA or another sports game contrived losing streaks to make you feel you needed to gamble for better players? Or intentionally matched players with a season pass or expansion with new weapons and mechanics against F2P players, or players without the expansion to make them feel they need to buy the new installment to compete? You don't really need to invent much to make these scenarios a reality, you just have to lie to the playerbase enough and obfuscate your abuses enough that neither the players, the public nor regulators will catch on.

activison is shit and so is COD but I actually enjoyed MW before the file size got stupid big and I had to delete it. I especially liked using the Scar-H and FAL (ironsights only because I'm not a wimp)
