It gives me hope regarding the new generations that Fallout 2 is actually recognized as Le Wacky Reddit Game now. 10-20 years ago, my contemporaries considered it a masterpiece, while Fallout 1 was just a footnote preceding it.

Both Fallout 1 & 2 have weaknesses in the writing. Fallout 2 is too humorous in places. Fallout 1 has little to offer outside its skeletal main plot, and its companions are nonentities. Neither of them are Reddit. New Vegas is Reddit however.

It WAS a fricking comedy game from the start, it's a pastiche of the 1950's blue-eyed ideas about the future and parodied it while throwing in jokes and pop culture references everywhere.
It's not a serious game in the slightest, it's chock full of lol so randumb epic jokes and was criticized for it

President Richardson is ostensibly the guy running most of the plot -- being responsible for the Enclave's gradual invasion of the mainland and their frickery with Arroyo, Mariposa and even having deals done with slavers and the Salvatore crime family. Design-wise, he's a small, sickly old man voice by Jeffrey Jones and his personality is big pastiche on many ineffectual American career politicians and even includes a lot of nods to the politics of the late 90's. He's honestly a pretty amusing character.
But my problem with him is that he's only in the game for all of a minute and his possible interactions aren't especially deep. It's fine that he's not the typical BBEG -- I believe you don't need to ever actually talk to him -- but I would have appreciated a bit more substance/presence from him and the Enclave on a whole in Fallout 2.
Though, thinking about it now, I think Richardson set the precedence for Fallout characters like Autumn, Kimball, Oliver, Caesar, Elijah, etc. A precedence where main antagonist(s) in the plot aren't really larger-than-life figures, dangerous by themselves and are, in fact, just feeble old men. What's dangerous is what and who they surround themselves with or the ideology they represent.
I think it fits when you compare it with 1 since the Master is indeed a larger than life individual. I think NV is interesting since both types are against one another, simple politicians vs caesar.

I think NV implied that all the actual NCR politicians, Kimball included, are fairly apathetic toward the Mojave conflict.

It was divisive at the time. I think NMA still argues on if fallout 1 or 2 had a better tone. Hell NV literally did the Wild Wasteland trait because of that so both 1 and 2 fans would be happy.
