Look at your graphic on the left. Black and white sold 7.82m each, and BW2 sold 4.125m each.
I'd guess that people didn't want to play BW2 if they didn't already play BW. And that some people who played BW didn't want to play a sequel, or thought it was just an upgrade instead of a full new game.
I'd also guess that some parents saw black 2 and white 2 and didn't want to buy it for their kids.

It's on a dead console when 3DS is the new hotness, so nobody wanted to bother spending money on buying an "outdated" game.
Notice the two worst selling gens were both were the main series game got a sequel, not a 3rd version. Also, Gen 5 came out at the end of the DS lifespan and games usually do worse at a consoles end date. The 3DS has long since been announced and it was only a few months later.
