I would skip... there is no point on playing if next gen I can't transfer them...

Every pokemon is programmed up to gen 7, but most are not obtainable without transferring from Bank, as was the norm up until the dex cut

Regions can still have unique Pokedexes; no one minds that. They don't like the games flat out not even supporting the trading up of older Pokemon.
What would be the point of tailoring the dex to a region if you can just bring anything in?
Story mode - limited mon availability for balancing the single-player stuff, more things become available after the main story and you have some post-game plots and battle facilities to give you something to do with them.
Once you've unlocked the national dex and can transfer in anything you like for multiplayer you're not restricted by anything but whatever rulesets you choose to play with so you can tailor the experience to how you want to play rather than being stuck with the limited selection the regional dex provides.
Part of the magic of Pokémon is that you can still technically transfer mons from Gen 1 (VC releases) to the modern games. If you wanted to, you could transfer mons from Gen 3. No matter where you catch a Pokémon, you can still put it in Pokémon HOME.
I think a lot of people would be very angry if they suddenly shut down Pokémon Bank. It'll happen eventually, I'm sure, but it can't happen in a loooooong time or a lot of people will not be happy.
