It was just tacked on at the end of BW development to fill a type quota, and Jellicent's designer was actually saddened by the creepy lore that was added to the pokemon because of it. This was all mentioned in a magazine interview about designs around the time BW came out.

Is this official? Because if so they haven't even done that properly. Shauntal is the sole reason why the elite 4 have only 4 mons each, and subsequently why gym leaders only have 3

Drifloon is pretty good as a ghost story though, and Rotom being poltergeist and possessing a whole bunch of different stuff is a pretty good gimmick.
