Because it doesn't actually eat pikachu, it uses it as part of an attack (its lore also states its thick as pigshit and mistakes Pikachu for prey sometimes). It was likely conceptualised as a gag from the outset, but Gmax Garbodor was probably meant to be a commentary on trash taking over a city, before they walked it back massively.

That's the problem with Gigantamax forms. They aren't real giant creatures who are living in the environment and have actual biology. They're just temporary power ups that appear and disappear in battle.
