If it's speed is faster than the opposing Pokemon, it has a 60% chance to proc paralysis. Only can be activated on the first time it is thrown in.
It should be if the speed or attack is lower because snakes use that as an intimidating tactic rather than a hunting one.

Nah, remove this gay part and also give Arbok a move like U-turn or something so it can keep paralyzing the enemy's entire team
actually it should just jump out of the screen and bite the player in the neck and KILL him and eat them on the spot

Arbok's probably pretty average size if you just count the part it's using to stand up and threaten with, so give it an ability that gives +2 to attack if it's bigger, but -2 attack if it's smaller than it's opponent
I'd rather give it my neck so it can bite me.
It's not lycanthropy, you can't turn into an Arbok that way
