blame westernoids, JP servers do not suffer from it and such issues are very minimal there, "statics" coping isn't that common either, pugging is way more common. The result, overall higher clear rates compared to the West

It will play 40fps with the monitor set at 40 and the settings at average. And it's good enough. It's a 7" screen size.

I can actually get 60 FPS high in most areas that aren't Limsa or hunt trains, though, although I usually play on medium-low settings. FFXIV handles sub-60 FPS really poorly and it's not worth it.
Human beings literally can't differentiate between 30 fps and 60 fps. It's all in your head.
Human eyes don't see in frame per second, it's all on your (lack of) education.
FFXIV framerate-tied physics definitely do to the point where you can sometimes make some long/high jumps at 30 FPS but not 60. Skill queueing, macro execution and input delay are all also directly tied to the frame rate. In the past (Windows PC) I had my framerate drop to 10 or so due to some driver bugs and at that point I moved at about half the speed of others around me.
Have FFXIV render at 60 FPS even if your monitor only support 30. It's not worth playing it on less.
