No the fuck it doesn't. Gliscor is one of the best abusers of Tera. Defensive Tera is always better than offensive Tera, and Gliscor is the best user of defensive Tera. It keeps its badly poisoned status meaning it doesn't fear paralysis from switching away from Ground type, it heals 1/8th of its HP every turn allowing it to heal off spikes damage in 2 turns. That's assuming you don't remove the spikes in the first place.
Gliscor was seeing quite a bit of usage in Ubers even before the ban. It got more usage than Zacian, Palafin, Magearna, or Darkrai.

Dynamax being banned was universally praised by vast majority of people. Even the 32 people who voted not to ban Dynamax only did so because they thought it needed more time to settle. People genuinely don’t feel like Tera is as broken as Dynamax.
Oh, don't get them wrong, they absolutely want to ban Tera. But they're waiting until it's fully researched and available as a mechanic (I.E. DLC2) before doing anything, which is absolutely justified considering Ogerpon sets the precedent of broken overcentralizing tera transformations and the 19th Tera Type is probably going to be busted as shit.
And with DLC2 a month away, there won't possibly be any time for them to realistically suspect and get rid of Gholdengo and Kingambit before all eyes are on the new Pokemon, 19th Tera Type, new Tera Transformations and new TMs.

The best analogy I can come up with is imagine if Ferrothorn got “Burn Heal”, a new ability that heals Ferrothorn for same amount as Poison Heal would, and also ignores Burn’s damage halving (or give it Poison Heal with Super Toxic Orb that can poison Steel types).
Now add STAB Earthquake for Steels/Poisons, has usable Speed in exchange for some bulk, and put it in a metagame where Knock Off is rare and hazard removal is uncommon.
Frankly I expect /vp/ to celebrate Gliscor being banned because it’s a Lando fused with Ferrothorn with double leftovers.
Problem is they keep pigeonholing themselves into the shit corner & that pile's been growing this whole time in which soon they'll finally HAVE to deal with the major issue(s) stinking up all of gen9. I don't really know the meta since I haven't played newer games but how are ice type moves not everywhere? I remember them being mandatory to deal with dragons.
Fairy types cover dragon, fighting and dark types. The most common pokemon in the tier are water(8), flying(5) and fairy(5) types. Viable Ice and Electric mons are hard to come by in OU especially when the rest of the tier easily carry fire fighting ground or rock.
