Pokemon evolution is different from real world evolution. You should have realized this on the playgroud in the 90's, not now.

The common ancestor of all dinosaurs was bipedal. so Sauropods, Thyreophorans, Ceratopsians, etc. all evolved to be quadrupedal from bipedal ancestors. These groups also didnt become quadrupedal at the same time and all independently evolved the posture.
People only complain about Samurott being a quadruped even though they want more starters that don't look like biped fursuits is because a quadruped trying to fumble around holding swords looks dumb as frick.
Just remove the swords and suddenly its an ok design. It still has a spear/horn and armor anyway, so it didn't even need swords to show off its samurai visual theme.
They honestly salvaged it's concept with the regional variant now using it's blades to set up shell debris/hazards after attacking.
