He did save Vivi from Mariejoa, but unintentionally.
And more importantly he is one of the few "villain got what they wanted even after being stomped by Luffy" types of characters. Same with Enel. Makes him more endearing than someone like Kuro who genuinely just gives up and is never seen again, which is by definition the makings of a total loser in the setting.
Kuro actually showed up on a cover illustration recently so that leaves Krieg and his crew as the last East Blue villains who have completely vanished from the story after their part in the story was over. I always wanted Kuro playable, he looks like he could have a fun moveset.

Yeah I will admit that overall Kuro got more going for him than Krieg has. And at the very least his arc was adapted into the LA version as a whole thing, instead of being instantly demolished with like a minute of screen time and his whole arc basically glossed over. I just finished the Whitebeard/Ace arc and I’m having trouble adjusting to some of the time skip character designs. Not sure if OP will ever quite be Enies Lobby level again but I’ll try to see it through.
