It's okayish. It has some good episodes now and then but there's no good or fun characters aside from the Charizard guy and he gets very little focus unless he has to bail out the extremely boring main duo from any potentially harmful situation, thus removing any tension the series might have had. The diversity squad on the airship is lame and no one really cares about the plot.
It's decent enough if you're not attached to episodic pacing but the schizos on /vp/ managed to wreck any honest discourse about the anime discussions big time. One of the few times where you are better off going to another site to talk about it if you don't want a headache.
Even Youkai Watch Shadowside seems better than Horizon simply because the main characters handle things themselves rather than hide behind six adults to do everything for them.
It's boring and the pokemon don't do anything or have any personality. The humans have TOO big of a focus, and it's not justified because they don't have the personality to carry a series. They just stand around talking 90% of the time.
That said, while it's execution is half baked, the idea of a series with an actual fricking plot that isn't just the same gym badge team rocket shit again is a massive step in the right direction. They flubbed it this time, but they should give it another try again with gen 10.

Let's be real, it's just Friede, the other adults barely matter.
A few criticisms though:
- Friede constantly bailing out Liko & Roy, robbing them both of their character development
- Liko's Sprigatito, being the protagonist's Pokemon, barely did anything much other than some small battles. Even Roy's Fuecoco id a better job here.
- RVT is mostly on the airship flying around
- Lack of adventure goofing around for the most part
- Too much focus on plot trades for a rather "lifeless" Pokemon wildlife.
Absolute garbage. Female MC is a typical "chosen one" character with no room for development as she has everything handed to her (super-special ancestors, overpowered legendary in a locket, starter that can tame legendaries with its leaves). Captain Pikachu is the only thing worth watching, everything else is a snoozefest.
The Explorers, despite being evil in nature are rather bland except for Sango. Team Rocket Trio was much more entertaining to watch as they constantly goof around.
Tried watching a few episodes but I fell asleep after the fourth one. Pokemon is just allergic to good storytelling I guess, but that's just to be expected considering the games' plots are also a mess. Would've worked better as a SoL since TPCi is obsessed with sanding down and kind of perceived edge to the bone so things like stakes and good pacing aren't allowed to exist.
The current Japanese opening "Haro" by yama x BotchiBoromaru felt like lots of auto tuning going on here which sounds pretty bad. Also the 1st part of the current opening fools me into thinking the art is done by AI. God I hate the AI generation ruining everything.
Rica's singing of Pokemon OPs are much better in comparison. I can hear her real voice being used here.

Honestly speaking, a plot in a weekly Pokemon Anime is kind of boring unless it is a short Pokemon Special like Pokemon Generations for example.
