It's impossible to impose a memory limit on a program without using a swap file or something. The real solution is to write good software without using sóy dev garbage like electron, but that requires actually competent programmers, so of course companies won't do it.

Most gamers this days have more than 16gb of ram and therefore steam devs can afford to make their app consume 2gb of it, so unless you are seething poorgay with < 8gb of ddr3, you should not worry at all.
