It's a rock or ice situation where the type itself isn't bad, but the matchups clash with how they thematically build the Pokemon. Grass's best trait is that the few resists it has are very good and it's one of the few things that threatens Water, so you'd expect them to be tanky, offense-oriented Pokemon. That's why Pokemon like Ogrepon and Rillaboom are REALLY good. (Tapu Bulu would be too, if he actually had fairy STAB)
Although nothing could really save Iron Leaves from how shit the psychic type is.

There are a ton of good grass types unlike other bad types, I think grass is a type that lends itself to providing weaknesses for the strong mons it produces, so you rarely hear about insanely OP grass types, but there are a lot of really good grass types. Plus the grass immunity to powder moves is really useful in VGC especially, where grass types are really good right now
Grass is hard carried by the fact that it's one of the 3 starter types.
Bulu is bad because another Grass type with the same niche is far better than it.
Virizion is bad because of its shit stat line.
Leaves and Wo-Chien are bad because they got types that synergise really bad with Grass. Wo-Chien in particular would actually probably be good if it got reliable recovery.
Leech Seed is enough for Wo Chien Id say, its trash tier of a defensive typing isnt

Four of the top 20 Pokemon are Grass types. Grass is arguably one of two types a balanced team 100% needs to have (as going without it means you get hard cucked by sleep). Grass is fine.
grass is a great example of how to buff types that underperform purely based on their type chart matchups, having unique niches for types like grass' powder move immunity is just way more interesting than changing the chart (though that obviously sometimes is necessary)

dark being that low is debatable, being inmune to prankster is great in veggie sea, but it gets hard carried by extremely good mons like chi yu and chien pao, that fairy weakness in the flutter mane meta hurts tho
Fairy has more bullshit type combos than Steel. All 3 types that resist Fairy are weak to Ground, and Fairy is only weak to the 2 weakest attacking types in the game while Steel is weak to 3 of the best. Ground is THE most common attacking type, and Fire and Fighting are in the top 5. Meanwhile, Steel and Poison are both in the bottom 3.

That's the point. Psychic is a lesser type because it's so rarely used. Even if Flutter Mane were the only Ghost type used in competitive play, it'd still outclass the ENTIRE Psychic type.

Fini was the best standalone Tapu. Koko and Lele were better if you had Pokemon to make use of their terrains (Rising Voltage, Expanding Force). Overall, Tapu Rilla > Tapu Fini > Tapu Lele > Tapu Koko > Tapu Bulu.
