I honestly, 100%, believe that Riddler Khu gets paid by TPCi or, at least, that they not only don't care about him but actively profit from his riddles. Why hasn't he been shut down? Why can Pokétubers make videos about what he says without repercussion?
A lot of the activity and hype leading towards the release of Pokémon games is a direct result of his riddles and the discussion they generate. They get people to speak about what's coming out without outright revealing anything, because the riddles require hindsight to reach the correct solution (because riddles are inherently ambiguous). And the speculation and hype is something that TPCi and Game Freak actively profit from.
Want it or not, a lot of the hype of SV has been a direct result of leaks. People love them, eat them up, make theories around them. Riddler Khu is the perfect marketing for Pokémon games. Hinting at a few features of the game is practically nothing compared to what they gain from this.

I don't like his recent leaks of "Maybe it's something or maybe it's not" and just slapping random japanese words as a "hint" it's annoying.

Samurott only got one because H. Samurott was in the game dummy (as in, included in Base, not added as an afterthought in the DLC). They won't be running any other Starter MM raids.
He said that you needed to complete both parts of the DLC as it related to both legendaries from the separate parts (Oger's mask and Terapagos' crystals = Tera Mask forms for the MM raidmons).
