It's just a strange feeling world that has a lot going on in the background you don't get to see that gives it some depth that is missing in Vice City and San Andreas.

The only time I’ve ever even played the game was 20 years ago and it did have this weird, surreal feeling of unreality. It was usually dark and raining and the sounds all had a lot of reverb. City is kind of eerily desolate for an urban metropolis. It was a huge advancement for games but it still felt kind of incomplete and empty. I can actually understand why zoomers would say this even if they are quick to call everything a liminal space.

Gore was dumb as hell, you could literally tear limbs off with a single AK47 bullet and if you shot the missing body part on the enemy it would still bleed and react to it, literally a half assed feature that should've been removed

its a cheat on the ps2, does not have a "cheat enabled" notification but it does work.
the PC version has gore on by default. The console versions require a cheat code.
I'm pretty sure there is a mod that ports GTA3 into SA's engine with the slight upgrades. I recall trying it once years ago.

Pretty sure it was the same engine but tweaked for a mobile version. That version was ported and further degraded on the 360/PS3.

I want to replay the PS2 trilogy again. I own and have played the ones on Steam but it's been a while. Should I just replay those since the remasters are so shit? Echoey pedestrians are just technical limitations, the first 2 games' pedestrians had the same echo. There is no Darkel. There are no demon voices. There is no ghost train. Donald Love started a gang war to control real estate prices and there was no plague.

It's a continuation of the noir stylings of GTA 2, the difference is that GTA 2 was cyberpunk-ish with electroguns, a gang of clones and funky cars, where 3 is more rooted in the urban decay of movies like Taxi Driver, The Warriors and even a little bit of Escape from New York.
