Sometimes the player cannot be trusted to behave appropriately or make the right choice so sometimes the dev needs to step in and prevent the incorrect behavior or choice from happening in the first place.
And honestly, no good person would shoot the indians or the LGBTQIAP/BIPOC npcs so why even offer the option or possibility of it? The question of whether to harm them should never even cross the mind of a decent person

The entire indian arc in RDR2 felt like pointless filler meant to poorly tie in the reason Dutch has a native american army by the time of RDR1. They played it completely safe by leaning into the "injun gudd unless lead astray into violence by opportunistic white man" trope and became the most cliche shit as a result.
They should have had a second extremist tribe introduced that's both hostile to you and the Waipiti, while also launching ongoing attacks against the army, giving actual believable motive behind their constant hatred of native americans.
This both makes for more compelling vidya writing and is much less offensive since it's actually accurate to history.
Rains Fall was a phenomenally when done character though IMO, and his mission with Arthur and the sacret items is my favorite in all of rdr2
