I really don't get it, this is posted all the time and some people (unless I'm really out of the loop) seem to actually think it's moving or something but it's just a flavor text optional check line.

If you aren't aware, the line is in reference to a mirror at the beginning of the game that gives the line "It's you". So other than being a line with a message some people really like, the callback really help to emphasize that you've completed your journey.
It's very much nothing without the context.
Undertale is short, which is the only reason something from the very start of the game would impact you at the very end even when it does work.
Basically, at the start of the game, you are in Toriel's house and there's a mirror. If you check it, it says
>It's you!
Then you have to leave the safety of her house and go on the whole adventure of Undertale as you treck to the boundary. And once you get to the end, you realize that the King's house is literally the exact same as Toriel's house, because Toriel was the Queen before she left Asgore.
Then, when you check the mirror in the end, you get TWO responses depending on how you've played.
If you played normally or pacifist, you get
>Despite everything, it's still you.
But if you play Genocide, this moment happens after you've killed Sans and are basically locked in and instead it says
>It's me.
As at that point it's implied Chara's in control.
Some people find the message pretty deep if they've become really invested in what they've been doing in the game and get the "it's still you" message.
Others love it for the "It's me." reveal.
Overall, it's just a really cute moment that emphasizes the kind of meta context Undertale goes off of.
