it was released 25 years too late, If if had been in in Gen 2 it could have been usable OU (admittedly outclassed by Snorlax but what isn't outclassed but that thing), but more importantly, Gen 2 would get less hate since there would be one less non-evolving Pokemon, People wouldn't spend 25 years expecting a bee-snake-thing to randomly become a Gyarodos expy, and Dunsparce being so rare would make alot since access to a 540 BST normal type with that kind and movepool would be insane before the first gym, though ironically, Dunsparce is already a solid option since most its stats are good or at least decent, its gets good moves, normal's only weakness is fighting with sucked back then and everything in general was weaker at the time, but because its so rare and doesn't evolve everyone just wrote it off a complete shitmon even in game and used it as a strawman as to why Jotho sucks..
Heck Dudunsparce could have had a chance at a being in the upper tiers even in Gen 6, since its actually better than many of the megas.
But no, we had to wait all the way until Gen 9, after powercreep has gotten so out control that even the GenWun shillmons are struggling, so instead of Dudunsparce being Dunsparces chance to accomplish something in PeeVeePee, it just ends up as far too little far too late.
Competitive Pokémon was a mistake.
last time i played crystal my very first encounter in dark cave was a dunsparce, so i immediately added her (rip) to my team. turns out dunsparce is pretty good, though that's because normal types in gen ii are really good. it has enough hp to offset its miserable speed, but the real kicker is its attack stat.
base 70 attack isn't a lot, sure, but there's more to it than that. first off your team won't evolve for another 10 or 20 levels. additionally it gets stab on normal-type attacks, including headbutt and return early in the game. the first badge raises its attack by 12.5% flat out. the third badge raises the power of its normal-type attacks by another 12.5%, AND you can get the pink bow on route 29 on tuesdays which raises its normal-type attacks another 10%.
after beating whitney, dunsparce can fire off 130bp headbutts all day long and - if it's happy enough - 189bp returns, and since this is gen ii it's doing neutral damage on nearly everything.

its design is pure kino if you actually like dunsparce, and it's not even bad. the fact that it's tiered so low speaks more to the playerbase, because the thing is strong with a deep movepool that it can make excellent use of. it's obviously being overlooked imo.

I cry about Flygon only having Levitate as an ability tbh. It can get a lot of mileage out of Sheer Force, as much as if not more than most other mons with access to it. Hyper Cutter I could take or leave, but no Sand Stream? Swap Arena Trap for Levitate sure no one is gonna complain about that but god damn it's so fricking stupid.
