bots have always been massively overblown. there's even less these days and from the beginning anyway, you just kick them and move on, it takes 5 seconds. its actually been a benefit because now a lot of veteran players have software installed that detects other cheats that real homosexual players use.

No. It can't be solved. It will eventually become and issue for every online game.
The steamcharts graphs don't lie. Just compare TF2 to any other game in the Top 10 and you can see how obvious the botting is.
The latter. TF2 has been fully abandoned to the only people mentally ill enough to still play this dumpster fire of a game.

It is no where near as bad as it used to be during 2020 and 2021 but it is still pretty egregious.
Its not really a fixable solution without trying to massively crackdown on the ability for people to make new accounts to play the game, which could actually kill TF2 if it became too difficult for new players to try the game out or got forced to only play with the bots.
Nothing really can be done at the engine or in game level, besides a few very basic anti-cheat counter measures that only would make the bots slightly weaker. Although Valve really should put some basic anti-cheat into TF2 since it's problem with closeted cheaters is arguably as bad as the bots.
Honestly if you want to play TF2 either play casual at peak hours with a friend to minimize the issue of the bots or just go play a decent community server like Skial or Uncletopia. The bots hardly ever go onto community servers and usually get banned immediately.
The game is still fun, and the bots are honestly a massive red hearing to the far larger issues that are plaguing the game.
The clique of pre-selected users who always get their content added to the game effectively control what new content gets added to the game, and they not only consistently make mediocre content, but also groom and haze modelers and map makers into their clique just to hope their creation gets added to the game someday.
Then there are people who try to start artificial drama (mostly Youtubers, but not always) just to have something to talk about whether it be for views or just because they want to be entertained. That just undermines the state of the game's community even further.
The problem with cheaters made me quit the game years ago. Often it was also too schizophrenic for my taste to see others jump to the cheater's rescue when they got called out.
Here is also a nice trick to see whether they cheat. On badwater's last spawn point, you can check if snipers on red's site cheat by going into that house with the two windows. One has unbreakable glass, and their software can't handle it and will snap on you, even though you can't be hit.
It's just not worth it to play PvP FPS anymore with cheaters being such a rampant problem.
tf2 needs to be more diverse and inclusive, vavle should also add nft and gacha elements

Normally, this would work, but every time and update comes out, you get maybe one week of actual play in on new maps before bots take over.
Valve, for some reason does not want to put a price tag back on this game, which would 100% fix the bot problem, just make it cost 10$ and throw it on sale for 1$ whenever the summer sale hits
So heres my theory
1:) the formula we have stops working due to either shitty work shop content added, or people just not playing the game anymore. Valve sees this and hits the kill switch on supported servers
2:) Valve sees the loss in revenue and puts a price back on the game, thus improving it. (They wont do this because tf2 isnt even a spec on thier radar for money)
3:) Valve does nothing, eventually the game gets completely abandon yet still somehow has official servers running because valve forgot theyre paying for it. People in general have no interest in the game anymore and of youre lucky youll find one community server with 15 people on it. Despite this, valve still has Eric content dumping.
Making TF2 a paid game again would change nothing
