Smash Ultimate has a lot of mods for Pokemon characters put over existing ash characters, even going as far to doing custom movesets.
Rival Workshop as well considering they have a bunch of custom characters based on certain Pokemon.
Pokken, however, barely has any modding support on GayBanana, not even modding tools offered by some tendie assembly nerds. That game was also a giant flop.
Now replace Smash/Rivals and Pokken with Palworld and PLA, and you'll see why it's making more sense here.
There's definitely going to be some autist Pokemon modders trying to be curious and adding some Pokemon themed mods into Palworld, then just lead it to something grander like a full fledged mod that's basically a new game.
