      Gandalf is extremely limited since he's only supposed to guide and instruct Man, not handle all of their problems for them. And he's only there to do that much because Sauron is causing problems, once he's gone he leaves Middle Earth to the mortal races and departs back to the Eternal Lands. Tolkien gave very explicit reasons for why the Maiar didn't just crush Sauron, rallying against him was part of Mans test to see if they were worthy stewards. Meanwhile in FR there are tons of epic level powers both Good and Evil that kinda just sit around and do nothing for no apparent reason whatsoever.

That's why stuff like Feats were "Optional Rules' in the PHB, because they knew newer players wanted the crunch, but older players from the 1e/2e era hated stuff like 4e and a lot weren't happy with the "videogame-ified" 3e.

          They've since drifted from that original vision and are more focused on their absolutely huge newer audience these days.

          The original intention during and following the 5e playtesting was there to constantly be "rules modules" (optional rules) that could be fitted into the game to more tailor it for how your group likes to play (so 1e could make it more "1e", 3e players could make it more "3e", etc). They quickly fell through, especially after Mike Mearls was no longer in charge of D&D (who was sort of spearheading attempting more interesting stuff like Mass battle rules and Psionics). 5e has been super safe under different leadership.

        Greenwoods contract stipulates that what he writes is canon unless it's contradicted by what WotC states. So in other words nothing he says actually matters since WotC can wave their hand and completely change everything and he can't do shit but eat it.           the setting can have powerful characters up to a point. for an abstract example, take real life: there are a lot of people who believe in God, and yet he doesn't go around solving every single little problem for every single person even though he could. believers tend to chalk this up to him having overriding motives preventing him from helping in this way, rather than to him being a disagreeable lazy butthole who just doesn't feel like helping.
          further, not every story within a given setting needs to directly entangle every character. for instance you can just run an adventure in 5e, even in the Forgotten Realms, without involving Eliminster. maybe he's busy doing something on who-knows-what-plane. maybe nobody knows how to contact him right now.

          this isn't some unsolvable writing dilemma.

      In the screenshot, you can, but I think it's a simulacrum or something because he shows up as a level 1 wizard but with 90~ HP and can cast Sunbeam. He just dissolves into ice or whatever after you kill him so no loot. Hopefully he shows up again later for real so I can try again.

      Module as in any supplement or a specific campaign? Campaign-wise, Die, Vecna, Die! is the all time greatest and splatbook is a hard call. I'm split between 3.5 Eberron Campaign Setting, Manual of the Planes, Fiendish Codex II and 2e Planescape Campaign Setting and Ravenloft Realms of Dread.

      Most of his main enemies are dead or weaker than him at this point. There's like, Manshoon and Szass Tam left.
      There's some motherfrickers who are stronger than him around the region (Creeping Doom by Waterdeep) but I dont think they would care.
