I'm not sure how doable mogh is at low level, you probably want to get the purifying tear first
It's a lot easier than trying to do something like Ludwig at low levels to get into the Bloodborne DLC. Mohg is very well telegraphed, once you understand how to dodge through his swings and don't get greedy near his claw swipes/bloodflame puddles, he's very manageable.
Radahn is actually potentially more of an annoyance but you can rot him and bury him in summons so maybe not if you're not interested in fighting fair

Isn't there a bunch of Mohg skips available? If there is, you can probably beeline straight for the DLC by just doing Varre's quest. Then again, I think I read you need to beat Radahn as well to trigger it so earliest you can get to the DLC is after Radahn.

Yeah it's a skill check so people don't go there when they're not ready. Sanctuary Guardian served the same role for the Artorias of the Abyss DLC, though seeing as you had to get to the Duke's Archives to activate it it was hard to be seriously underlevelled by the time you got to it.

you don't even have to defeat a single lord of cinder in DaS3, the first dlc is behind only 2 bossfights and the second one can be accessed after defeating the final boss of the first
The final boss of the first DLC is arguably the hardest boss in the entire game though, it's basically the same thing
the second one has even harder bosses, and it all didn't stop me from two-handing a greataxe with barely enough points in STR and smack everything up inlcuding the demon prince so i could get my beloved ringed knight weapons within a few hours to play through the main game with
