4090 has such hi raster performance that it get bottlenecked even at 1440p and sometimes 4K.
Honestly, the CPU to match the 4090 isn't even out yet. My only suggestion is to get a 4090 if you only exclusively game at 4K.

The only time 4k isn't a meme is if you're emulating ancient games or playing older titles, and the kind of person that would buy a 2500$ gpu is not the same kind of person that would "settle" for an out-of-date experience. For modern games anything past 1440p is stupid unless you just have to light money on fire to have a good time, in which case your life is already an unremitting hell.

I'm a VRChat coomer just about ready to kms with my VRAMlet 3070, but I'm not yet degenerate enough to drop up to triple the rest of my system's cost on a single component.

4070TI fits that bill, if you really need memory go with a used 3090ti. Do not get a used 3090, their vram placement was moronic and prone to overheating on almost all models and they were almost all used to mine ethereum which rapes memory.
