They changed fricking Decidueye more than this thing, like it needed a different design.
Yet Decidueye seems like the most bland and forgotten of the hisui trio. But maybe that's just because the original Decidueye was already really popular compared to the other two and it was also the only one of the OG's that already was dual type.
You're right, It's also because Hisuian decidueye literally looks worse than actual decidueye and the birds turning red really turned A LOT of people away from the design.

I'd have personally liked if all 3 forms were changed tbh, but that would've been like... 40% extra work. And PLA only had SO MANY new pokemon it could add.

Samurott was already tailor made for the theme of Hisui whereas Decidueye was based on a Western archer.

Samurott would be fine if the conch horn was its main sword and the arm swords were shields, armor or gauntlets. That way it could stay on all fours while still incorporating its forelimbs in combat, albeit defensively.
Samurott can simply use its horn for the Liquidation attack, as its a better Razor Shell without Sharpness.
