The most likely reason "Hydrocity" is one word is because the art team that made the zone title graphics were nips to begin with and didn't have a full grasp of English to understand the confusion it'd cause.

"Hydrocity" is a pun that doesn't translate into English. It's a literal hydraulic city, but it's also a play on the word "velocity".
To a native Japanese speaker, both "velocity" and "hydro" have a long "O" sound, so there's no question on how it's supposed to be pronounced. However, in English, "velocity" has a short "O" sound and "hydro" has a long "O" sound, so there's a bit of a discrepancy on the pronunciation.
