They gave you health potions to heal you. You can even search the level for food, if you are desperate. You have many tools to deal with guards discovering you. And yes I played Chaos Theory too and thought it was shit, so no it doesn't have anything to do with getting "filtered" by "omg huge sprawling complex levels that are largely a waste of space because traversal is shallow and when you're not stealthing you're just picking up trinkets!" especially because Tomb Raider, Dark Souls, Hollow Knight, OuterWilds, all exploration games that far surpass Thief in difficulty of navigation and complexity are some of my favourite games.

Games had cheat codes but it wasn't the intended way to play the games.
Cheat codes weren't front and center as a main mechanic. If they didn't want people quicksaving dont put quick saves as a shortcut key.
