After the Spanish flu the surgical masks became the style whenever even a runny nose is about.
This way they do not have to blow or wipe their nose. So they might just be having seasonal allergies.
My father once specifically blew his nose in American style near a group of (probably, did not hear them speak) tourists to seek their expression.
